これは語感の問題では？smallestを使っても問題はないとは思いますが、
質問の意図とは異なると思いますよ。smallerだと、「小さめの」
といった語感を与えます。
因みにMassachusetts州は45番目の大きさで、人口は13番目らしいです。

結局はstatesという複数形が解答の鍵になっていることに間違いはありません。
